　　盖伊是澳大利亚某广播电台的新闻记者，来到印尼首府雅加达进行新闻采访。由于人生地不熟，在最初的时间里他很难得到真实的内幕消息。偶然地他与一位本地记者比利成为朋友。比利是一个中澳混血的侏儒，善于交际，和政界、社交界人士广有往来。为了拍摄的需要，盖伊可以让比利骑在自己的肩膀上进行拍照。由于两人的密切配合，拍下了大量的有价值的群众活动场面的照片。比利还为盖伊介绍了英国大使馆的女随员吉尔，二人不久成为恋人。由于内战即将爆发，比利对自己的前途失去了信心，加上与盖伊的友情出现了一些问题，又亲眼看到雅加达居民区一个儿童的夭折，绝望的比利带着蔑视和挑衅的神情结束了自己的生命。这让盖伊和吉尔非常难过，盖伊决定向吉尔让步，他们一起乘飞机离开了印尼这个灾难深重的国家。
